Governor of the reasons why we have not carried out a detailed examination of the estimates (insufficient details and the delay which would necessarily be involved in present circumstances) and to approve the estimates on the three assumptions set out in Mr. Palmer's minute of the 16th September, saying that if any of these assumptions is incorrect, we should wish to be informed, and that in the meantime expenditure should be confined to the items which do fall within those three assumptions.
As regards the addition suggested in the last paragraph but one of Mr. Emanuel's minute, if we approve the estimates on the basis of the three assumptions referred to above, we cannot
I think reasonably go on to make the further point about economies. Nor do I think we could make any suggestions to the Governor as to instructions to be issued to spanding departments of the Hong Kong Government. That is purely a matter for the Governor and he would be fully justified in resenting any suggestion of this nature from here.
